My 3 year old went from being very nervous in the water with his old (non Speedo) bands to being very happy in the water. He "swims" by himself in the pool now. The only reason I didnt give them a five is that one has punctured before I felt we got good use of them. However even with one chamber punctured my kids is fine with it and floats well.
